[环境资源法论文] 摘要： 由于环境保护的特殊性，传统意义上的国家主权原则与全球环境保护的需要是存在矛盾之处的，其在国际环境关系领域的适用导致了一项国际环境法基本原则的产生。由《斯德哥尔摩宣言》原则二十一宣布的主权适用原则，体现了国际法在国际环境关系领域的新发展。它包括了权利和责任两个基本内容，具有三重涵义：一是确认主权原则在国际环境关系领域的适用，二是维持国与国之间权利和义务的平衡，三是谋求国家利益与人类共同利益之间的协调。
